Officials planned to resume trading in some Nasdaq Stock Market-listed securities at 2:45 p.m. EDT and fully reopen the market by 3:10 p.m., nearly three hours after an abrupt halt in trading blamed on an unexplained technical issue paralyzed a large chunk of the U.S. stock market.
